I cant get the lights on my opener to work at all. Yes I have put in new lamps. I checked for a lockout or dipswitch but found nothing.. Any ideas?

Unplug the opener and remove the light bulb. Use a small screwdriver to pull up on the center contact in the socket. Replace the bulb and plug the opener in.
