Really, really bad job of staining - lots of blotching going on there. "refinished for a more rustic feeling" indeed. That would be hard to clean up even with stripping.
My guess is birch.
What a mess to do to a very nice table!!
Likely birch....might even be cherry or maple Tell City did a lot of those woods...but right now it's just a mess!
What do you think of this table? It's free, but how hard is it to fix cracks?

I think that table is awfully cool and the price is good! If it appeals to you at all...
Some cracks are easy to repair, some impossible, and some just add rustic character without being a problem at all. You might need to invest in some clamps but they're nice to have around anyway.
