Need options for flue

These forums have been a huge help to us with kitchen and bathroom decisions -- hope you can help with a fireplace problem too!

The fireplace in our 1920Âs four-square was converted to gas logs sometime back. There is no flue in the chimney, just a loose fitting metal plate  which I assume was to meet the Âfixed open requirement for vented gas logs. We want to stop the warm air from escaping and still be able to have a fire [although not as a primary heat source]. The height of the roof [three plus stories] means installing a top sealing damper isnÂt an economical option as we'd be looking at a cherry picker as well as walking on a tile roof.

So weÂre looking for suggestions on how to seal the flue from below [where we can reach] in such a way as to be able to install unvented gas logs.
