Gas Log installation help

I bought a used set of vented gas logs. The tube in the middle of the pan lights, but the one towards the front does not. Is this supposed to light, or does it just get hot to light the embers? I am supposed to cover the pan completely in sand?

Can you call the customer service # of the manufacturer? Or can you look at displays of gas logs in fireplace stores to get an idea of how they work, with luck if they have one like yours?
