Fuzz removal

I'm renovating a 1964 chalet, and about to start flooring. Most of the existing flooring was either rolled linoleum or carpet. The linoleum came up easily with a scraper. For the most part the carpet did also, except in what looks like high-traffic areas. As a result I have a few areas of blotchy fuzz on the plywood subfloor.

I would like to install 3/4" pre-finished hardwood in this area. Does anyone have any tips for removing the fuzz to prep the subfloor? I tried using a hand-held power sander with heavy grit paper, but that did almost nothing to help removal. I'd like to avoid renting a floor sander if possible.

Either scrape or sand. i assume wood substrate. If cement there are chemicals to help remove, but must be well ventilated.
