Television will not turnoff and is now in just black and white

The TV is a Sears 19 inch from about 1989.

1. For at least 10 years, it has not turned off when I push power. The screen goes to just static and I have to unplug it to turn it off. Everything else has been fine, so I have kept it all these years.

2. Just the other day a big problem occurred. I turned it on and there is no color. the screen looks gray and black and white.

Please help with either issue, but issue 2 is the biggest problem because it is unwatchable in this condition.

The problem might be the picture tube...
