Try Joannes. I was looking for them in Hobby Lobby the other day and didn't see them. I'm not sure you can find them in Michaels any more either.

You can use the wooden curtain holders. for long wooden poles I've made ornaments from them I thought I posted some pics have to look around

They are for embroidery, so check in the embroidery thread section of any craft store. Haven't looked for them for years, so I'm not sure how many stores still carry them.

Have you tried Etsy and Ebay?
I use something similar for counted cross stitching. Check on line for supplies for either embrodied or counted cross stitching or on Esty it does show a person using them but changing the top. Not sure how they cover the wood. Can you order from JoAnn's and have them delivered to Canada?
There are always lots of Cross Stitch and Embroidery Kits at the goodwills in my area - you may find some of these hoops in kits in a thrift store near you...
