Insulating 4 apartments

We have a 1600 sq ft two story building which we are dividing into four 400 sq ft studio apartments. The lower level is cinder blocks the upper level is siding. No insulation except in the attic. What type of insulation should we use in the floors and the new walls that we will build upstairs to separate the unit? I am concerned about both sound and saving energy. Any

help would be greatly appreciated. Thanks!

Below are the sound transmission values for various floor and wall material combinations. Note that insulation in walls and floors does little to change the values.

You will also need to provide a fire-resistance rating between the dwelling units.

Since a multi-family apartment building must be designed by an architect who is required to meet the commercial building code standards for sound and fire separation as well as energy conservation, that's the best place to start.
