Help Mod podge large fabric piece, keeps lifting

Hello, hoping I can get some help here. Im trying to Mod Podge a large piece of fabric on to the top of a dresser. 2x now I applied the fabric, looked great , but when I start to cover the top with MP it starts to lift and bubble everywhere :(.

Here's the specifics: Using a stretchy fabric, but I didn't stretch it out. 1st time I used matte MP, second time used gloss ( same bubble results both times). I hadn't washed and dried the fabric, but did iron it. first time I let it dry for about 20 minutes, 2nd time I let it dry over night ( same results).

Is it necessary to use fabric MP ( I never have before on smaller projects)

Should I cover the back of fabric first with MP and let it dry, then apply?

Please help, the dresser tops are a mess now, Im stuck on what to do. Thanks!!

I think the problem is the stretch in the fabric which will stretch more as it gets wet with the MP.
