tile + SLC + vinyl ok?

A question on behalf of my kid sister who's rehabbing a rental.

She's got a bathroom tile floor on a mortar bed that's chipped up and unlevel. She doesn't want to tear it out because of the labor involved, and would like to just lay sheet vinyl.

Can she pour self-leveler on the tile to even everything out and then lay the vinyl over top of that? Any issues with going that route? Pitfalls to consider?

Have you decided on anything yet? I have done several SLC pours, but always on new prep, never on old tile. Is the tile on wood or cement?
