When it pops up what does it say? What does it ask? Is there info on what it is related to on your pc?
does it say it is wanting to update your java?
If you have java on your computer you need to update it, it has been having very frequent updates and they are extremely important security updates.
I personally have removed java from all of my computers and don't need it.

In Windows 7 any update or change to be made is always preceded by a box with that question. If this is an update to Java, click yes so that it can go ahead and update. As Raven wrote, it is very important to keep java updated or completely remove it. If you choose to uninstall it from control panel, you will still get the question about allowing this change, and in order to do the uninstall, you will have to choose "yes".

definitely allow it to update your java. You can remove java, in control panel, programs, add remove, select all java listings choose remove. Do not remove any thing listed as javascript that is something different.

when allowing things to update watch each screen carefully to see if there are any things checked to install extra, like toolbars, and be sure to un check any thing else, all you want is just the actual update.
