Shower door sweep

I'm trying to replace my shower door sweep and am stuck. I removed the 3 screws holding the drip rail (2 of the holes are seen in the picture), but the rail won't budge. Am I missing something here?

I'm concerned that whoever installed it maybe applied some kind of caulk or glue in there. I'd appreciate any and all suggestions.

I'd guess it's just stuck, maybe with caulk as you suggested. I'd use a putty knife and carefully work it behind the rail.
