Help identifying silver or silverplate tea strainer spoon

I just purchased this old tea strainer spoon at a fleamarket this weekend. I cannot find the mark online. Does anyone know the maker? The seller said it was her mother's and possibly German. Thanks, Richie

yes it does. After I posted the picture yesterday I was able to see it better also and I did find the term online. I still don't know the EBE in the circle logo though.

I don't know who the maker is but 'Alpaca' is a composition metal that contains no silver, similar to 'German silver', 'Nevada silver', or other shiney metals made as silver wannabees.
