Rough ankles

For the past few years the skin of my ankles has become very rough and dry. I have tried using pumice stones, loads of lotions/vaseline, etc, but nothing seems to work. They are so dry that when I try a self tanner, it really sticks to that area and makes them stand out as orange. Anyone else have this? I can't understand why the ankles would be this way when my feet and legs are normal?

I have no solutions or explanations but I'm surprised no one has offered anything; what kind of socks do you wear ? have you been sunburned there ?
