Rebar in Basement Walls Stick Out

What is the best way to remove these rebars that stick out everywhere on my poured concrete basement walls? I am in the process of putting XPS down on the walls but need to get rid of these bars first. I was able to pull one out but the others are pretty stuck in there. Should I patch up the holes when finished removing them? Water has never leaked out of them. Or should I just put the XPS through them? It will kinda help out with keeping them to the wall better. They're form ties that should have been removed by whoever stripped the forms. A couple of whacks with a heavy hammer or sledge will remove them.
