Exterior Foam Foundation Insulation - Any Value?

Hello, Our new addition has rigid foam insulation installed on the exterior foundation. There is a about 3 vertical feet of concrete "kneewall" foundation on two sides of the walk-out basement. The blue foam looks really ugly and I really don't feel like dealing with 2 or 3 part stucco mixtures to go over the foam. Does this foam really add a significant amount of insulative value? I am thinking of just removing it from the ground up. Any information would be appreciated.

The R value of extruded polystyrene is roughly R5 per inch. It has excellent value, but uncovered is unfinished. The contractor had no business leaving it that way.
