Basement water/sump pump question

Where exactly should my sump pump drain to? I just recently moved into my home and we've had a bit of rain lately. There is water bubbling up on the side of my house and the other day I noticed a lot of toilet paper and rocks near a hole on the side of my house. It looks like the hole was plugged with this stuff and "exploded". I'm figuring it's from the sump pump....

Also, I had been noticing a sewer like smell in my basement and one of my upstairs closets. Since the "explosion" from the hole I haven't noticed smell. I'm thinking that maybe the drainage system was clogged and the smell was due to that.

Any thoughts form anyone?

Two different questions. Toilet paper "explosions" and sewer smells point to problems in your septic tank/cesspool system, particularly the venting thereof.

A sump pump for handling "clean" water coming into the basement is a different matter.
