Filling in windows sealed on inside

My basement was recently renovated and the contractor forgot to seal up the windows from the outside after putting ply and then sheetrocking them from the inside. What materials do I need to fill in these old windows and how do I go about doing it?

Will there be dirt piled against the opening? Was the area built over with an addition? I don't understand the reason of closing a window relagated by code otherwise.
