It would be easier if you showed both sides of the whole thing....
But I can tell you what it isn't...
It's not American silver, nor British, it's not Any form of American nor British plate I have ever seen.
It looks like no french nor Italian silver mark I have ever seen....it's not old American pewter.
Where did you get it....that may provide some clue.
Thank you for the reply. I bought it at a estate sale, in Irvine, CA. I believe the homeowner was from the middle east somewhere. I was told it was very old...
Can you show the whole ladle, and a close-up of the decorated side of the handle?
Here is the full ladle...

Looks like "silver" but not sterling quality...perhaps 700 parts fine?
Could be all sorts of arab countries...
by very old....maybe 100 years? possibly as much as 130 years.
Take some International or Wrights silver polish to it and see what happens....or perhaps some simichrome.
I'll bet it will polish up to a nice shine....and you won't be removing any value enhancing patina.
The ladle measures 13" long.
Thank you lindac!
The mark looks like a stylized bird with partly spread wings ... but much of this stuff will never be identified.
It might also be some obscure South American company.
