Diffuser as means of heating and cooling in basement

My contractor is putting a diffuser in my basement which can be opened or closed for heat and ac. I have never seen or heard of this. Does anyone have any experience? Are they good or are they not as effective as vents?

I have them in my basement. Very common in ceiling applications. I say they work at least as well as vents.
