Moisture proof walls and floors ?

Fist off - Great forum, lots of useful info !!

My question is should I moisture proof walls and floors in my unfinished basement before I start the project of finishing it. I Will be framing with 2x4's and drywall. I'll use rolled batts (r-13) in the wall framing and then roll 4-mil clear plastic around the room nailing it to bottom and top plate. I'll be using 2x2 tiles on ceiling and carpet without padding on the floor.

I have lived in house for 3 1/2 years and have never had any water in the basement, nor have I seen any kind of moisture build up on the walls or floor.
