Wm Rogers silverplate cup/chalice engraving ID

We picked up this silverplate cup/chalice at an antique center yesterday and we are trying to figure out the engraving(not the flowers). It almost looks like a skyscraper and building but I wouldn't think so. I looked up that Wm Rogers was in Hartford, CT from 1865-1898 according to the mark on the bottom.

Just looked at it and maybe it's a fountain emptying into a pool?
